GPA – Scholars at Risk | Human rights as a discourse of hope

Many postcolonial nations inherited underdeveloped economies, a fractured citizen-state relationship, and a state structure that emphasized law and order and neglected welfare and human rights. As citizens have sought freedom and prosperity, they have encountered four primary options to confront the power of the state: Submission is based on the perception that defiance is futile; militancy is based on the perception that the citizen-state relationship is zero- sum, with one side’s gain being the other side’s loss; and agitation assumes that the citizen-state relationship is not zero-sum. Moving from agitation to negotiation is a test of maturity, preparedness, and clarity of leadership, requiring moving from a discourse of fear to hope, ideally resulting in human rights for all citizens.
